AT&T seemed to target the neighborhoods that the local ISP skipped over first. I have some friends who also live in neighborhoods that got skipped, and they got fiber around the same time we did. The amusing thing is that after AT&T rolled out to our neighborhood, the local ISP showed up about 3 months later..
